Note from NH State Rep. Timothy Horrigan: This edition contains the socalled “Lost” or “Original” 13th Amendment which was in fact never ratified. New Hampshire was the 12^th state to vote in favor of ratification in 1812, but at the time 14 states were needed to ratify.
